Rules for qualification
Groups A to E consist of five teams (of which A-D contains one team which has qualified for the Uefa Nations League finals), while Groups F to J consist of six. After the group stage 20 of the 24 teams for the 2020 finals tournament will be decided, with the top two teams going through each group.
In the case of equal points, qualification is decided on goal difference, then goal difference between the teams on equal points, then away goals.
After the group stage, 16 teams will be selected based on their performance in the 2018-19 Uefa Nations League to compete for the remaining four places.

If a Uefa Nations League group winner has already qualified via the European Qualifiers, then their spot will go to the next best-ranked team in their league. If a league does not have four teams to compete, the remaining slots are allocated to teams from another league, according to the overall Uefa Nations League rankings.
England are already assured of a play-off spot, but can still qualify directly. It’s all very complicated, please see Uefa’s explanation here.
