Premier League clubs want to change Brexit transfer rules so they can sign under-18s from Europe

Clubs are in talks with the Premier League over changing Brexit transfer rules to allow them to sign players under the age of 18 from Europe.

A new points-based system was introduced two years ago after extensive talks between the FA, Premier League, EFL and the Government but it is now under review. And i understands clubs are pressing for changes – including altering rules around youth recruitment – amid fears of transfer fees being driven up and the development of young players harmed.

As part of the current regulations clubs are prevented from taking players under the age of 18 from Europe but Chelsea’s head of academy recruitment Jim Fraser told i it is harming the ability of Premier League sides to compete.

“We’ve had to change everything. I do have a concern at what teams at international level and of course our own teams are going to look like in years to come,” he said.

“Our competitors in Europe are getting stronger but we’re not able to compete so that is a concern personally for what the game in our country looks like at youth level over the next five to 10 years.

“I know there’s a pushback to the Premier League and FA to maybe help change that and that elite players will be able to come back across at under-17.”

Sources at the Premier League confirmed they were holding discussions with clubs about how the current points-based system was working.

A “full review” of the agreement was scheduled for the summer of 2021 but ended up being delayed because the transfer window was heavily impacted by Covid. i understands it is now ongoing with both the FA and the Premier League taking soundings from clubs.

There are concerns among some clubs that the £1.9bn spend was partly down to the Brexit changes, with recruitment teams noting how much the pool of talent available to Premier League clubs has shrunk.

One Premier League executive told i that the rules would have the long-term impact of funnelling money out of the English game because teams would have to wait until players are 18 to buy them, by which time they will ha.

Any changes would have to be agreed by the Premier League, FA and EFL – and would ultimately need the approval of the Government. But it’s understood the Premier League is “open” to changes and are canvassing clubs for their opinions on the rules.
