The PGMOL has apologised to Everton after they were denied a penalty against Manchester City on Saturday despite Rodri’s arm striking the bouncing ball.
The incident took place shortly after Phil Foden had opened the scoring for City at Goodison Park in a match that had big ramifications for both ends of the Premier League table.
Rodri attempted to control the ball with his chest but clearly made contact with his arm after Richarlison’s shot ricocheted off Ederson and bounced back into the box.
Referee Paul Tierney waved away Everton’s protests and the VAR, Chris Kavanagh, believed there was not enough definitive proof that the ball struck the City midfielder in the so-called “red zone”.
Players should not be penalised if the ball hits the arm above the sleeve area, according to the Premier League’s rules for the 2021-22 season.
The decision drew a furious reaction from Everton manager Frank Lampard and the club made an official complaint to the Premier League after the match.
Mike Riley, the managing director of the PGMOL, which oversees all referees in the Premier League, has subsequently called Lampard and Everton chairman Bill Kenwright to express regret for the decision, according to Sky Sports.
The 1-0 defeat leaves Everton mired in the relegation zone and even City boss Pep Guardiola admitted “it’s a penalty”, although he did think that Richarlison was offside when played through by Dele Alli.
Lampard said after the match: “I spoke to the referee and they know it is a penalty, the question is that is it offside and it wasn’t.
“That’s the reason we have VAR. It wouldn’t have needed more than five seconds to know it was a penalty. He [Kavanagh] should have either told the referee to give it or told him to go look at it.
“We’ve lost a point because of a professional who cannot do his job right. You start searching for whys and I can’t think why. It is so incompetent to get it wrong.
“Pep [Guardiola] will know, Everton fans will know, Man City fans will know, it was the clearest penalty you could give: arm is out – great, below the sleeve – great, I was waiting for the penalty.

“Incompetence at best, at worst who knows? I’ll wait for the statement or apology they do when things are wrong but it will mean nothing.”
The Toffees currently sit one point above relegation and if Burnley beat Leicester on on Tuesday night they will drop into the bottom three.
